I think no matter how many drills the city holds, it will be nothing like the actual day where the disaster strikes. However, by having enough practice, the level of preparedness would increase, and it should lend to preserving more lives. Instead of rushing out the doors and escaping to the streets, people need to know what they should or should not bring with them, and where to go for shelter.
