The main idea was to show emotions, because emotions are stimulating people to act. Eyes are the part of human body which show emotions in the most true way.
The second reason of showing different emotions by eyes was to avoid simple and straight references to the movies like a picture of camera, film or some straight references to UN logo, etc. The film was only an inspiration for this logo.
