Since language is a major aspect of any culture, I chose speach bubbles as a main element for the icon. Different shapes and colors mean to indicate diversity.
Furthermore the bubbles pick up on the call for interaction and conversation between individuals, which in this case is triggered by music/dance (music note) and art (mixed pallet).
What about the hands? Well... its a festival!
